Which is best fuel for jetpack?

there is no "best"
Each reacts differently, and you need to decide which is the best for you at the time.
Like Rocket Fuel will shoot you up, quick, but burns fast.

I love the biofuel. Its lasts so damn long. I have other ways for fast traveling, but to have a hoverpack like when i have no wires close its nice. you can fly through a whole biome in once. Or fight the green spiders or uran hogs in perma fly mode.

Ionized is the best. It gets you higher than turbo fuel and it last longer than biofuel. You jump much higher than an elite sitnger.
Before that you reach ionized fuel you can automate empty canisters and smart split them into a packager making packaged biofuel.

Rocket fuel is only really useful if you want to get up high, turbo or ionized are better all around
