can only rotate in 90 degrees
I cannot place a splitter at an odd angle. It will only rotate 90 degrees at a time. If I build in grass I can do what I want, but when I try to build in an actually useful location, I lose all control over the angle.

Is the "useful location" on a foundation?

it is. I am not having the problem where I can't face a certain angle because of foundation rotation issues, I am having an issue where I can only face 4 basic directions and nothing in between.

That is working as intended. Foundations help you build on a rectangular grid, everything on them rotates in 90 degrees.

I know you can rotate foundations in smaller steps by holding Ctrl, I don't know if this is also true for other buildables... I don't think so, though

Yes, I get that you are trying to rotate a foundation, but you'll find that you can't place a constructor etc. on an odd angle relative to the foundations either. You'll also find things don't snap to your foundation grid if you're placing them on terrain.

There's ways around it; generally something that can be rotated more freely that the other thing can snap to - like a belt or conveyor pole.

Make sure you're in free build mode by pressing R

if you want a stack of 3 sorters, 1 on floor on the 4-way, the middle can be either-or, and the top turned at a 45.

place a foundation on top on the place you want turned,
delete flush floor foundation.
extend the new turned foundation down flush with floor,
delete extra foundation making floor flush,
build up stack of 3 sorters,
delete bottom and middle, if unwanted,
delete turned foundation,
place flush foundation,
place 4-way sorter.

work, but till we get sorter turning like foundation turning.
