You shouldn't have to use the multihost option if your server has only one static IP.
If the server works and you can connect to it, why change the ip?
If you DO want to change the ip, you don't change ip with a game server software. You change it with the operating system and then configure the server.
No idea what you mean by "the router opened ip".
What you want is your router to forward the data to your computer.
Open correct ports on your router and forward them to your computer.

But the ip of the local server ip has nothing to do with how your friend connects, he connects to your PUBLIC ip address, the ip address you use on the internet.
The only use you have for the local server ip is to tell your router to forward incoming traffic to the server. And you do that by forwarding ports that the server is listening to, you should read documentation on witch ports.
But as others have stated, what you are doing are risky things if you do not understand what you are doing.
If on another machine on the network, you just need the IP the router gives that machine with the server. no configuration needed, beside maybe port forwarding.
You are far less likely to get help by insulting people.
There is a config file for the server. You do need to use your public IP address. You do need to port forward your public IP address to your local server IP address.
