I just checked and as best as I can tell the SCIM site does not have a way to reset elevator phase. But a recent discussion on the devs web site says it has been added since 1.0 now that the game has finally completed and the phases are set. I am just unable to find it myself and the post doesnt really clearify where this option is located only that it was added after 1.0
and here is the link to the discussion.

so that is the best I Can dig up. note that 6 months ago the SCIM could do nothing...then the post from 1 month ago said it could but didnt explain much else on how to do it, that post simplly went on about another part of the topic not relevant to the space elevator.
so take you can from this information.
It will give a dropdown menu to choose your phase.
I knew there was a way and I was just missing it.
well that should give OP exactly what he is looking for then.
now.. thats infinite replayability...
edit:
yup, worked as expected... onward.. lets build another ship.
I deleted my space elevator...it just kept an objective in the top corner, asking for 50 smart plating after the game was finished, but I couldn't interact with the hub or the elevator menu in any way. Fed the thing, still says/shows the same objective, with no way to complete it... so I deleted it. Annoying.
but editing your save to phase 1 or 0 should do the trick
