No, this has never been the case.
The only thing that has happened in the past was map changes would cause terrain clipping, and v1.0 changed resource nodes, making it so you had to fix those lines.
Update 8 June to Nov = 5 months
Update 7 Nov to Dec = 1 month
Update 6 June to Sept = 3 months
Update 5 Oct to Nov = 1 month
Update 4 March to Apr = 1 month
Yep - that's about right - was around during...5? So the gaps line up.
don´t forget, that U6 & U8 had a holiday break for a few weeks. My guess is they try to release it before july to bring it before the holidays. But as far as we know CSS, when they need more time, they take that time. So at least, its done when its done
