Even if you bring up the menu - it won't stop the game.
Now technically there's a pause command of sorts in the console - but I'm not even sure if its still there or not. Last time I even used it was back during Update 5? That was ages ago.
But bottom line - pause is not a thing in this game.
Check your key bindings - maybe something is overriding it.
But keep in mind - it's not really a "pause"
You could also try downloading a key logger just to check that when you press the key, there's something sent/received by your PC (which would help rule out the keyboard itself being an issue).
I find this (in my experience) is usually due to the thing I'm wanting to past settings on not being "highlighted" so it's something I can interact with. Still annoying, though.
As stated Pause isn't a thing here short of opening the console (with `~ key) and typing pause.
I've heard of controllers or other input devices causing interference in this regard - make sure you don't have something stuck or causing some sort of "spamming" to interfere with commands.
