There's no point to build anything permanent until you reach Tier 7 or 8 and get the mainers Mk 3.
Another thing is. If you don't mind clipping. Raise your floor by a meter (if that's enough to cover the grass) and just redo the bottom. I mean just the floor tiles.
When you will build another floor on top of it you won't probably look in there for a very, very long time.
To affect say a 1m rise of a factory, after uploading the save game, rubber-band around the factory, then pick the 'move selected items position' option. Remember to download the file afterwards,
