Report a translation problem
Step 2: Make sure you are using the correct input/output port. (this is the likely culprit)
Blue-green Arrow side tells you what's "out" and the opposite side of building is "in"
Step 3: If its actually filling cans but not unloading them to a belt - means you got a connection issue - rerun the connection.
Step 4: Powered? Weird I know.
Check all the obvious things.
If still not working - screenshots would help.
PS: Unpacking is the opposite configuration - I know its obvious but sometimes you need to spelled out to do a sanity check. Also WARNING - they do not pack/unpack at the same speed. Check the fine print. May need to adjust clocks for that.
PS2: If your still stuck - ill snap a pic of my packager and you can use that as a reference but you should be able to figure it out by then I hope.
It really can't be anything other than an issue belting in the cans, another item jamming the input, power, or some other supply line error.
I think I was around Tier 8 before I figured that out, on my own. I'd gotten used to derezzing the machine and all the conveyors leading into and out of it and then rebuilding everything.
A simple solution would be to not let anything go beyond the machine's event horizon until a) you turn the machine on, and b) the item going in matches the recipe chosen.
Playtesting should have solved that problem.

Are you using the correct canisters?
The liquid fuels need one type, the gaseous fuels (rocket, ionized) need the empty flasks made from aluminium.
If the convener wont allow the canisters to go in try to add them by hand and see if that works. You may also have a issue with the conveyor connection.
