The glowing creature hog replacement is actually the Walker from the sanctum series, another game made by the devs. But yes, this looks like it’s an April fools joke

There's at least 50. I've accidentally killed 7 according to SCIM, but I have 45 spread across two enclosures.

It's a fun easter egg. Good ones devs. Although I've been whacking my doggos to send them away cuz seriously in the way. Can't see anything or place anything anywhere near them and they're almost always towering over you occupying like 180 degrees of view plus all of upwards. Annoying. I can give them all some berries now it's over and tell em they can come home. :) TL;DR sorry.

I don't know I haven't tried it I just saw it while browsing mods one day. It might be a mod from the modder SirDigby I use a lot of their mods but I imagine that's how it works like you said. I actually like having those big weird tick whale creatures being tiny I'd love a mod that just made those small and left everything else alone.
