Report a translation problem
The first pump is about halfway up the extractor, second pump is right where the end of the first pump's reach is (shown by the holograms), and the second pump's hologram flow reaches inside the factory to the refineries. Do I still need to adjust them?
Sounds like there's too much water for the refineries they're feeding so when they fil up to max the water extractors keep turning off, then on, then off again creating spikes. or is there not enough water perhaps? how many refines per extract do you have? do the pipes refill overtime at all on their own? and do you have a run off or use for your excess water? or storage tank
Sounds like it should be good. If there is a lot of lift left on the second one and all used up on the first one up maybe try to lower it some. Thats only if you might be thinking its close to its limit.

I am building a huge elevated water supply with the hopes it will mean steady pipes.
Nice catch, I missed the bit about Mark I pumps, I have 50m lift in my head of Mark II.
I have one extractor filling two refineries, and another filling three. The pipes, once they drained, did not refill. I don't have a use for extra water, however I did add fluid buffers. They helped extend the time that the water stays in the pipes, but they still drained eventually.
Vectorspace was right, I needed one more pump, they don't drain anymore.
