Never mind, after rewatching the video I noticed he mentions the "micromanage" mod. Will hunt for it.
The limit should just be the normal build-distance limit, it should work for EVERYTHING (including starting from a snapped-position), it needs to support all 3 dimension, as well as full 3D rotation (with fine rotation and that for everything no matter where it is placed).
Not sure why you'd need to nudge something to the other side of the map, but SCIM would likely do it much quicker..
Why would you NOT want it to be the same?
If you look at the video at the position mentioned you'll see that the video shows putting the lamp posts "almost" on top of the power pole but not quite on it. That gives the combined item a look of being all one piece.
If you put them at the closest vanilla "nudge" position they are too separated, and if you let it put the first pole right on top of it, the second pole is rejected because there already is an item of that type (lamp post).
