To create a railway split, connect a new railway segment to a joint between 2 existing railway segments.

Be careful about how you place rails. You can in rare cases end up with two rail in the same place and not connecting to each other.

I had some early issues where I had to tear down and re-build to get it working.

I believe the railway must split at a "joint" between two sections of rail. So end your rail where you want the split to occur, then you should be able to build the two separate rails from that point.
