Mergers are too slow
I needed 195 units per minute on the belt so I upgraded my MK 2 belt to MK 3 coming out of the merger but the merger appears to be too slow. Are programmable mergers faster?

IIRC, splitters and mergers have a speed of 2000 ppm, meaning you literally can't do anything faster than them. You're limited by belt speeds. Make sure everything is properly hooked up with the appropriate belts (possibly consider rebuilding your belts and merger system entirely).
Are the belts into the merger backing up into the constructors? If not, everything is fine.

Double check that both of your screw output belts are actually connected to the merger. It looks like the right one of the two might not actually be inputting into the merger.

Adding to what others have said, mergers/splitters have a bad habit of keeping a tiny piece of a belt inside them, where you can't access. Based on the screenshot, I'd bet there's still a piece of a lower-tier belt that you can't see. Try deleting the belts, merger, and replacing. It happens to me way too often.

You have a slower belt in between them that you need to replace.

I deleted the merger and discovered a tiny piece of MK 1. I hope the devs debug this in the future.

I deleted the merger and discovered a tiny piece of MK 1. I hope the devs debug this in the future.
I have never found a piece of belt in a merger or splitter I've deleted (I always forget to put the smelters between the miner and constructors, so I do this a lot). Don't get in such a hurry to build your setup that you don't snap the belt to it in one go.

always build the splitters and mergers first, belt second. No hidden belt to take care of.

It happens sometimes when you have everything built already, but then upgrade the belts. That's when I see it most often. So +1 to kLuns, definitely best to build merger/splitter first, then belts.

Main time the belt inside the merger/splitters happen is when you add a splitter/merger onto an existing belt instead of the splitter/merger first and the belt into it.
