Trains aren't bugged, but problems can be difficult to diagnose.
Signal problems can manifest when you add more trains to the network, if you're just using block signals, things can clog up. You'll need to add path signals at each entrance, and block signals at each exit.
Sometimes track can be badly placed too.
I'd be down for an aquatic expansion, not just below sea, but above as well - giant oil rigs, wind / hydro-power farms, ships, underwater bases, etc.
Sounds like a deadlock issue. Double check your signals and when they aren't working, Find a blocked train, then find the next and see if they are both blocking each other.
Game's been out for about a month. I'm presuming a more substantive bug fixing update is on the way. If it comes and fixes the bug, I may pick the game back up again. But I'm not going to try and engineer around a bug. Not in this game.
An underground map would be epic. Instant buy for me
Though I'll probably stop playing by the time it comes out, 1400 hours and I feel a burnout coming... but then DLC might be a good reason to return to the game after a while.
