"Working like that" isn't the problem.
The problem is if you've played with friends or played with ANYONE ELSE and you go back to your own game or whatever.
There is ZERO way to know which milestones you are missing.
- played with a friend for a few days and they unlocked a few milestones while you were away? well good luck cause the game doesn't tell you "hey you're missing coal power milestone" or whatever else.
literally no way of knowing without playing through the ENTIRE list of milestones again.
Which is incredibly dumb.
If you knew which one you were missing you could quite literally just get to that phase and unlock just the milestones along the way that you need to get to that specific one.
Clearly a problem arose AFTER we found out that milestones don't count unless you're actively in the game when they hit the button to send off the shipment.
and if you're playing with several groups "As we do" and each groups unlocking different things at different times "I'm sorry you don't have enough friends to experience this probably something to do with your personality you should work on that" then by time you go to work on your own world then you have zero idea which milestones you still need.
Maybe you played through phase 9 with a group "I did" and maybe they didnt unlock drones or a few other pointless things you weren't making use of.
And then when you start your game you now have to unlock EVERY milestone AGAIN except 100% and through EVERY PHASE until you hit the right ones.
There's many ways to screw up the list and all i'm saying is the game needs to track which ones you have and which ones you don't regardless of what world you are on.
You think he deserves the achievements

What i said is he should be able to take even a small look at his achievements or a journal and be like "Okay so i need to get to that milestone and unlock it to complete the 42 milestones"
don't take what i've said out of context.
No the answer isn't. and it's absolutely insane to think if you're missing 1 milestone that you should have to go back into your world and unlock every single milestone in order untill you hit the one that got missed because someone made progress in the other world while you were offline and no one noticed because it was some random obscure BS like drones or hypertubes.
taking me out of context again.
if i'm missing hyper tubes..... I should be able to see that and be like "okay i can grab these milestones between here and there and these phases and unlock hypertubes to finish my achievements"
Without having to unlock EVERY SINGLE MILESTONE whilst trying to figure out whats missing.
That's incredibly stupid and the literal reason that most games track individual progress
Achievements don't matter to YOU.
There are many more people in the world who actually hunt them down and enjoy collecting them than there are who don't.
