Yeah they don't snap between blueprints, Belts and pipes are the same way.
Rail blueprints you need to make with a gap, and then attach the rails manually.

Use Pillars and aim at them to move the blueprint up and down, 4m Foundations work good too

I used to use conveyor poles and other things that snap to the floor making the vertical spacing exact. but I never had a way to make the vertical a variable that I can adjust on the fly. I used just have many preset blueprints for various heights and try each of them to find the one that was close enough.
