The one you posted above is no longer "ultimate" but a little outdated guide. The explanations you find in there are not really how the game handles the fluid physics.

Absent flow can have a number of causes. I have listed below a few things that I have to check whenever a pipe network is acting up. They may seem stupid, but sometimes the problem is simple.

The only problem is that when the built in maths bug strikes, and causes a pipe section not to fill to 100%, then most of those examples don't work as they should.
