With normal Mod Frames, you get 5 per Minute with 120 Iron Ore. You cant actually beat that unless you go Steeled Frame... which costs Coal, or more Iron with Iron Pipe...
Cast Screw is awesome to remove Rods, but screws are still dangerous due to quantities needed and belts available. 140 Screws/minute needs a Mk3 belt... for one Assembler making Bolted Frame... and 280 does not fit on a mk3 belt (270)... unless you are going to run the Bolted Frame Assemblers at 80% power.
Any solution that eliminates screws is usually a win
it really depends on what you've got going when it comes to screws.
they are a pain in the rear end to produce until you get to the really high end belts but it is completely possible to work with them, even with MK3 belts if you feed them into the production line the right way.
any recipe that requires screws is going to be harder than most recipes to balance out just because of the sheer volume needed.
At the cost of coal...
and OP said... they had 'cast screws', so how many other alt recipes are you asking them to go get???
If you are not min/maxing, bolted frame is NOT worth it.
With iron wire and stitched plate you allready get (6+102/343) frames out of 120 iron ore.
With pure iron ingot it gets even more, with steel rod you lower the iron demand a little bit to ask one coal per modular frame.
