Cant enter factory cart

It just sits there like a yard ornament. can not enter it. I can interact with inventory. It gives me the HUD direction to press E to enter. but i cant get in it. Restarted game- nothing. anyone else have this issue?

Cart, like other car things has two point of interaction...

One to open inventory and one to drive/enter it

Just try to point at other point of the cart.... Like the sides
