There's no way you'd know that, so that as a popup would be very weird.
As Lister said, if you want to do it within the confines of the game, you require Radar Towers. That is one of their purposes.
They show how many and the number for the achievement, not the total available.
Technically if you kept track of how many of each you've used in game, you'd know too. If you were being ultra diligent, you could have a board setup with a sign for HDD, somer and mercer, and update it when you get them.
i can barely remember to keep track of whether i've had my meds in a given day, ain't no way i have the discipline for that XD
The number is somewhere in the files.
If you want to find out how many are left, cover the whole map with radio towers and keep searching until none of them shows any left in their vicinity.
Edit: Sadly enough, the tower does not reveal the locations :P
