You know, showing your setup and all that would be beneficial. Not only for people might want to help you but also if you are actually encountering a bug.
I can only add that when I upgraded part of pipe lines to Mk2, they worked.

NOTE: It is not like real world piping systems. It is more like using just potential (height based) energy for all flow. Pumps do nothing except add head lift and everything is height based.
Fluid rules:
A pipe is broken up into many individual segments .. every segment is it's own closed system and all teh calculations are per segment. You can highlight a pipe to see the individual segment.
Water extractors (or Oil extractors or refines, etc) provide all flow and set flow rate. Pumps add zero flow rate. Pumps add head (height) only.
If you hit the max flowrate of a pipe that is a cap. BUT only in the specific pipe segment you are observing. You can, for example, provide 360 units of water to 8 coal generators with a 300 unit flow rate limit by putting water in on each end and as water gets consumed, it goes below 300 in the middle sections between the generators. Plug water into the middle and you can utilize 360 m3 / min flow in MK1 (300 m3) pipes.
All in all, show your current pipe line picture, that is the only way to solve your problem with others' help.
You either can (or can not) get to the height in question.
