Yes the bar turns "yellow" and when I go into the machine it says "Idle" usually when the item it is in the process of making is about 50% complete. it stays idle for like 10ish seconds then goes back to working
Are they all doing it, or is it only a particular group of them?
Have you double-checked your other production machinery to see if it's limited to just Manufacturers?
What recipe(s) do you have them running?
Are the affected machines set for 100% production rate, or do you have them over/underclocked/slooped?
Any chance you could record a video of the issue and post it? Sometimes it's easier to figure an issue out when it can be seen instead of just having it described.

its just 2 Manufactures that I have that I have noticed.
its my Automated Control Units and the Modular Engines. they have full ingredients on each and each out put is clear so there is not lack of resources or the output is full issue. remember this is only occurring when the production reaches about 50%. No overclocking, under clocking, or Slooping. just straight 100% default production settings

I'm not quite at that point on my existing save (my last game was back in Update 7) so I can't try to duplicate on my end yet.
What happens if you change those two manufacturers to other recipes and provide ingredients for that? And if you have any other Manufacturers, try loading one of them with materials for a few rounds of ACU or ME and see if it does the same with that recipe. All those results combined should tell whether the hiccup is in the recipes or in those two specific instances of that structure.
