Yes, you are correct. Output buffer maybe 2x the produced items.

Thanks. Okay the machine buffers are based on the same item stack size in the inventory. So it is not possible to just modify the machine buffers.
As far as i know, no.
There might be some mods for that, but looking trough thousand of mods just to find that one is gonna take a very very long time and that some mods are still not updated

stack size = machine size.
i dont found any way to modify the stack size from machines.
if you set your stack to 5000 (like i did) so the machine has also 5000.
That's sad.
Digital Storage is a mod currently still being updated to 1.0, which has a factory adapter that will only pull in 2x the materials required to craft on a single machine. From what I remember about it it won't stop production, but you can prevent it from pushing back into your network under the condition that you only import the items into the network when there are zero items of that type in the network.
Circuitry is a mod that seems to have a lot of tools to tweak your factory, they could turn off your machines if you have "any items in the output buffer" potentially. Haven't used it yet as I'm still doing my unmodded 1.0 playthrough while I wait for Digital Storage and others.
These two combined could provide the functionality you want, but just to warn you Digital Storage is point-to-point logistics, it somewhat eliminates the need for long-distance transport and conveyor spaghetti in general. It may not be what you're looking for.
