If your talking about a manifold - that's normal - saturation of all belts/bins in machines is what is needed to achieve max throughput assuming your math is on point.
If you don't like that - load balancer layout will achieve what you desire...but at the cost of space.

Again - its just a guess as to what your complaining about.
Just wait for the manifold to fill the machines in time, or prime the machines to avoid the wait.
If your manifold is causing you grief, trying splitting it into smaller manifolds
Like a 1200 line runs better and fills more evenly if you break it into 3x 400 lines.
Also when you Starr building the factories power everything on at the start lwt it backlog so it fills the next batch of machines before you get to the final assembly.
You can also learn how to make a load balancer which will always work from the start. They take more planning and space but are usually essential when it comes to power generation.

Manifolds work just as well for power generation.

Just preload the bins and manifolds start fully loaded. Not really a big deal honestly.

I'm guessing most of us don't care and let it fill over time. You can fill the stack in first machines manually too if you have the stuff in inventory.
