As for the slots avail? That's just how it is.
If your very early in the game - you'll eventually get access to equipment for each slot. Some with multiple choices (IE: Parachute vs Jetpack vs Hoverpack (Back)) - but only one can be equipped at a time.
Allowing you to equip multiple things at the same time is not a reason to add more equipment, especially when any meaningful differences between alternates just leads to people wanting more slots again because people hate choosing. So at best they could add straight upgrades, but evidently they didn't want to upgrade things like the bladerunners further (because they want you to use alternative means of transportation).
I kind of wish I could deploy my parachute when wearing jetpack and I miscalc my jump - maybe map it to something innocuous like the P Key or something.
Obviously its a "me problem" - but still.
That is not just a you problem. Once you switch your jetpack to turbofuel, you really start to miss the parachute :p
If you are in your base: I've gotten pretty quick at tabbing to my inventory and equipping my hoverpack to catch my falls. Also works in the wild a bit since the hoverpack gives mini boosts even when off power.
You can also upload your parachute from your inventory once you unlcok the tech. So you can always carry your parachute with you.
I sense a "Splat" in my future....
EDIT: my bad the wire grabbers were hand slot items but still...
