there is a few mods out there that do that. the one I use requires a little knowledge of programming in lua but there are some simple mods that do just what you are describing.
If your running into issues where the tank is running dry or too full - you may want to look into preventing such things.
Beyond that - mods likely exist for that - but you can easily remove their need all together.
I dont suspect that will be a feature the devs will spend any time or money developing for the game so a mod is your best solution.
I personally never need buffer tanks. I do my due diligence to make the right amount of liquid to meet my needs/ Sometimes I provide more liquid then needed and let it backup and other times its just exactly the right amount so there is no backup and no shortage. depends on the situation and task I am doing.
usually water I like to over produce slightly but things like fuel to generators I make exactly what the generators can consume. The only time I put down a buffer is just for ascetics. I never have them connected to actual working pipes. I think they add make some of my factories look better, I also put in random pipes that do nothing for the same purpose.
