How to turn heavy oil residue into turbo fuel

Hello all, I keep reading where you can turn heavy oil residue into turbo fuel but I'm not seeing anything online. Is this possible?

You can, but not in one step. You have turned turn the heavy oil residue into fuel, then the fuel into turbofuel.

Not quite right. There is an alt recipe which you can use to turn heavy oil residue directly into Turbo Fuel with compacted coal:

Turbo fuel needs a lot of alternate recipes to reach it's full potential so you might take a trip around the world to get some hard drives.
