Conveyor belt going the wrong way and not snapping
I have an issue where conveyor belts will go the wrong way even when properly laying it out. They also won't connect to anything either.

The images say it much better than i could type it. This isn't an issue of the storage being rotated the wrong way or anything like that, i think it's an actual bug.

Has anyone had the same problem and if so, does anyone know how to correct it?

Conveyor belts move forward from the first placement, or continue in the direction of whatever it was they were connected to. If you connected them to the end of something, then you'll basically build them backwards, and they should still connect to anything assuming it is going in the proper direction.

The conveyor belt you're connecting it from is the wrong way.

yup, the conveyor your build cursor is connected to already does not come but it does go.
the reason is the very start point of the row of conveyors you were coming from, at this first machine/splitter/merger/whatever that is not on the screenshots you were connecting to an input, not to an output.
