Oh yes you do unless you don't mind wasting power. In a RL house with a well, we have a pressure tank so the well pump doesn't have to run 24/7. Its the same thing in Satisfactory. If you don't use a buffer tank, the water pump will run forever.
It's a game, it's fictional and not even close to real world physics. You don't waste power in this game when not using fluid buffers. The only reason to use fluid buffers is when transporting liquids by train. The only way to use more power in this game is by utilizing overclocked plants / machines. But therefor you have to build less buildings in return to produce the same amount of items.
