So, build some more bioburners, fill them with fuel und pull the lever again.
Then all will work (and the fuel is consumed in relation to the demand).
But if you go to coal keep in mind, the coalburners always works at 100% since update 4.
PS.: due to your pic one extra bioburner will be enough.
Like those we used in cars (unlike relays/switches) which are also fuses - can only be used one time.
"Circuit breaker" can be used on many things as it literally breaks the circuit if the load is too high. In modern day, we use automatic switches or miniature circuit breakers (for those sub-250vac installations).
In Norway we call it "Automatsikring", which directly translated is Automatic fuse (from past, we used ceramic fuses). I'm not exactly sure what it's called in other/different parts of the world, but when I search I get very few hits on automatic fuse, other than those that are one time fuses, compared to automatic switches / circuit breakers.

But yeah, it's an old term/name and in English it's not exactly correct to use "fuse" when one can simply reset it.
