Do you Mean the Zipline?
There is no Grapple hook , this isn't Just Cause (even tough the Parachute acts just like it)
Zipline for power lines is in Caterium MAM Research tree

Mine the little deposit rocks unless they hurt you. You can research them to get new stuff unlocked.
