with "r.fog 0" it looks also good. only a little bit darker.
The DLSS 3 does compensate the fps drop. In fact with my RTX 3060 I am over 60 fps on my 1920 x 1200 screen.
With all settings on maximum/ultra and global illumination on i have arround 60fps with no desampling. otherwise up to 70-80 fps with desampling on at 1920 x 1080.
i have a AMD W6800 pro (no gaming card).
but i prefer to set the fps constantly at 45 fps and less details (high) to save power.
i have only the textures always at ultra in all my games.
The average cartoon runs at 22 frames per second. sometimes 28. The average gameplay on consoles is 30FPS. The stutter from lowered FPS lower than 60 is caused by hardware not able to load the content fast enough and thus there is a stutter. I.e something that is set to run at 60FPS but is only getting 45 fps will stutter. Something set to run at 45 FPS and is running at 45 FPS will not stutter.

TLDR: If the game is specifically set to 45FPS and they are getting 45 FPS there should be no stutter.
They will notice drastic stutter though if it drops to 42 or lower while being set to 45.
Yes, the lower you can set the FPS, the fewer drops there will be, because, for example, the graphics card or the CPU then has more reserves if more performance is suddenly required. You also save electricity and less heat is generated in the housing. I always adjust the quality of the games so that I can still play well without putting too much strain on the computer.
For example, if you see such "specialists" on YouTube, they usually only "preach" the maximum FPS in the games at the highest settings, even though that is complete nonsense.
Sometimes higher settings look worse than slightly lower settings, for example if everything looks washed out or out of focus due to the high settings.
There is a difference between "stutter" and "smoothness"
Lower but consistent frame rate just isnt as smooth. Stutter causes abrupt sudden freezes (or microfreezes) that can be quite jarring.
Sometimes stutter can be removed by keeping a consistent lower FPS (ie: 30fps)
in update 7 I had stutterers because of open firefox and fog. now this is mostly gone.
Look for:
Early Access:

Then look for the group:

If it doesn't exsist, then add the group
Add the line:
ConsoleKeys=F6
Save the file. Start Satisfactory. Ingame press F6 and a single line console opens in the bottom of your screen.
Type
r.fog 0 [enter]
to remove fog
or
r.fog 1 [enter]
to activate fog
