If you want a perfect solution with nothing to learn or adapt to, just use cheats and leave the hoverpack for people who have fun with it. It's totally fine, this game can be about pure unhindered creativity to some people, but for others they like needing to learn how to best use their tools. Both can fit in the game, all you need to do is use cheats.
Edit: and if you feel like the pack is too limited, you can just cheat in batteries instead of goijg all the way and enabling flight.
In a perfect world, there should be a sandbox game mode that could give you flight if you want, as well as infinite resources etc.
Jetpacks also have their limitations, it's much harder to place buildings straight when you need to be constantly tapping the spacebar as well as correcting for lateral movement. They also have a maximum hover time and height ceiling, so you can't use them to scale large cliffs, like you can with the hover pack once you set up the infrastructure. Both jetpacks and hoverpacks have their uses.
