The devs have said they are considering scaling down all the fluid amounts in all recipes to work around this.
Some of that re-scaling has already happened. For example nuclear reactors can now actually be overclocked to 250% and be stable.
So the change is not to have things consume less liquid but to actually be able to supply buildings with enough of said liquid with the existing methods in the first place.
they have mentioned they want to improve fluid performance so maybe they will get that done and make faster pipes possible but I think more likely is that they will improve the mk2 pipe and call it done as there isnt really that much need for mk3 from my experience...but I guess they add it I will find a way to use it.
