What you calculated is 13.333% if they were all running at 250% as their base speed. 33% of 250% would be 83.3_% (10 fuel/min).
Are all the fuel refineries running and not backing up?
Ive read somewhere a while ago that there is a small fluid loss in mk2 pipes (1-3%) because of a problem in how UE4 calculates the fluids.
If this was already fixed in current update then there is still another possibility why things dont work.
If you create the exact amount of fuel that the generators need, you will have to deal with the wave that goes through the pipes. If the wave reaches the output of the refinery then the refinery cant output the created fluid because the pipe segment is full for a few seconds until the wave passes (so the refinery powers down for a few seconds).
This wave problem can also exist at the input of the generators, but its the opposite. If your generators are connected to 1 long fuel pipe that splits to every generator then your last generator (in theory) will receive exactly 12fuel/min . if the wave reaches this point the generator will get more than 12 fuel and work for a few seconds but then the wave will go away and you will have close to 0 fuel in the pipe for a few seconds.
because of this i always underclock the last generator so the pipes will slowly fill up to 600 making the wave obsolete;
