One thing you can do without mods is use packagers. Setup an overflow pipe to feeds a packager anytime the fluid gets above a certain point and then sink the packaged liquid.
I use such a system on my overflow fuel. The excess fuel that isnt needed for my turbo fuel production goes into a packager and packaged fuel is stored for my jet pack and if the storage if full a smart splitter sends the rest to a sink. The overflow fuel from this turbofuel setup is just a tiny amount but I dont need all that much for my jetpack on a day to day basis.
You can use a gravity valve to spill overflow fuel into a line of burners.
You can use an elevated fluid buffer to prioritize water consumption from the buffer ahead of water generators.
You have to recycle water into a factory, into coal generators, fuel for fuel generators or package it then Sink it
The Just Sink mod can Sink fluids from pipelines (no packaging needed)
The idea is you have to work out how to reliably recycle excess water back into the production chain.
Or, you can process the water into something that can be sunk. In addition to the suggestions above, you could also use the Water with limestone to make wet concrete (alt recipe) and sink that
