This is a glitch that I hope gets fixed.
The non-glitch way to travel fast without relying on infrastructure, is as @Pineapplowl says - run forward, then crouch and immediately jump. This gives you a speed-boosted long jump that's faster than your run speed. As soon as you land, crouch and jump again.
If you use blade runners you get more speed. And if you use the jetpack, you can tap the fly up key to stay in the air without losing much speed, avoiding the need to keep crouch jumping, and avoiding the need for there to be continuous smooth-ish floor
For even faster travel, do this on top of the fastest conveyor belts you have - the conveyor speed is added to your movement speed (as long as you're walking with, not against, the belt)
Using above method allows me, in essence, to keep my speed only while midair. After landing I return to running speed. So this would be the method 'how to fly hella fast', while running is still not a thing except when my keyboard's shift locks. There has to be some method to reach this speed by some combination of movement. Like '<<>>^^vvABAB' on a controller to unleash animality in Mortal Kombat, or something.
run > slide > jump > slide....
But you are right, the speed is only maintained while in the air. But with this method you are in the air 99% of the time anyway.
There's no key combo to unlock faster movement, there's just the vanilla sprint.
