Given the above quote and the indefinite postponement of controller support, there is no basis for an assumption that it will get a console release.
It's also one of the last things they'd build so it makes sense that they wouldn't add it (or release plans for it) til after 1.0 once the features are stable.
I would assume that a console release will be possible and they may look into it, but I would rather them finish the game first before worrying about porting over.
Anyhow if it comes to console it will probably be after release and probably not as feature filled as the main version. Such is the way of games that begin on PC and end up on consoles as an afterthought.
That would be called a cash grab and would be not what the devs or players actually want... There is a clear divide in games crafted with love for games and games crafted solely to earn money, you are describing the latter but this game is the former.
That said the a good business that wants to make money needs a product that the consumers are willing to pay for. So maybe the bar for playstation is a bit lower given the reward for doing meaning the we the consumers are basically telling them with out purchase behavior that a console version can be lower effort but high reward.
Such is the intricacies of supply and demand when driven by flawed humans.
