In fact, technically you can have two or more on the same computer (EA + EXP f.ex.), but you can only have one connected through Steam for updates and such, of course.

There are zero "illegal procedures" involved here. What "manipulation" there is is running the game outside of Steam. Nothing else. Plenty of games on Steam allow you to do that and have been for as long as Steam has lived.

In fact, on the store GOG, there are at least 99.9%(!) DRM free games and none of them require the client Galaxy - do you consider them all to be "illegal" too?

it's about bringing a Steam version to an old vversion that used to be even via Steam but unfortunately not for a long time.
First of all, even EU law gives you the right privately to learn and study if you dig into the code, but you can't share internal propriety code or anything related if you do some reverse engineering (or use it directly and release it as your own).
This is a completely different thing. Just copying files on your own computer and use launch switches is perfectly legal.
Besides, (and I've no idea what the other thread was about, couldn't find anything), all the mods have seen us talk about launch arguments day 1, so if the rules have been changed then by all means, tell me so.
But generally older versions are not really available once steam removes them so you will have a difficult time finding an older version unless you have or know someone with a pc that has the version and hasnt updated it or maybe you have some old backups stored somewhere.
so even though its not illegal to obtain and use older versions of software you bought in a non-network environment it generally not allowed to distribute it for any purpose so websites you can donwload from are probably scarce at best.
So long as you are not decompliling or modifying someone else's work you wont run into much issue. Reverse engineering and modifying someone else's IP may or may not be a legal matter depending on the country you are in. but in the end of the day what you do for private use isnt really an issue as long as you dont publish it for others.
