And what you have listed was never consistently excluded that you have to prove to me.
It's purely a gameplay item I suspect. If included, the very large world map would instantly shrink and become noticeably too small for aerial vehicles.
Speculation on what the 1.0 story might be... Who knows, maybe the last couple tiers will put a seat in the drone? Flying vehicles were not included in the devs anti-feature video, so it could happen.
We shall see what is included in the last two tiers. New features will be added before 1.0 is released. I'm not placing bets at this point, but aviation and a way to migrate from the surface seems logical given the foreshadowing of visible installations on nearby moons and the physical link to an orbital station.

"We need more stuff? Put more employees on more planets! Some will certainly survive planetfall!"
Oh... Do you know what the devs plan to include in Tier 9 and 10?
Are you willing to place bets on what will not be included? ...at this point, I don't have enough info, so I'm not counting out anything. Currently, I look at the tiers we have and aerospace seems like it *could* be the next thing.
Which in practice means you just have to wait enough time for them to realize they were wrong, swallow their pride, and finally give player what they want.
So the answer to your question is: eventually.
I'd pay for the golf DLC that they say they will never add.
I don't even like golf.
