You've got no power to the pumps or the water extractor

edit: Pumps also, only provide headlift. Unless you're going vertical beyond 10m (default per extractor I believe) they're not necessary

Even with power to the water extractor it doesn't work.

you may have a slight disconnect on one of the pipes inside the junction then.

What I would do is delete the junction and see if there's gaps in the horizontal stretch. You can test this by hovering over the pipe lengths as if you were going to delete them, and see how much highlights. If it's not the full length, then that's the problem. Delete the pipes, reset them as a single length then drop the junction and re-connect the feed from the extractor and see if that works.

Pipe junctions sometimes glitch out the same way splitters and mergers do, where the belts look like they're connected. but nothing passes through.

I get this sometimes if Im going to fast with pipe connections, the pipe junction looks like its on the pipe but its clipped through instead. You have to dismantle the junction and replace it.

Just for that short ramp up, you shouldn't need a pump. The water extractor itself gives 10 meters of lift, and that doesn't look like 10 meters worth of ramp.

If not powered or actively pumping (green indicator light, pump pistons actually moving) - it will STOP any additional water from flowing through.
Light looks red in the picture, so at least in the screenshot that pump isn't running.

Granted, at a glance the piping should be ok without a pump .... but hard to tell by just screenshot.
I agree with SourHammer - if there's an issue with piping, dismantle and try building it again slower, making sure the preview of building the pipe seems to "snap" together.

Sometimes even if done correctly, piping just doesn't seem to "connect".

I do this in reverse. Keep the junctions, delete every pipe in the build and redo them to make sure they've connected to junctions correctly (and only to junctions). The first layout of pipes in a build is only scaffolding for me to put junctions on. I always delete them all.

edit: I treat pumps like junctions. After the pump is in place, I delete the pipes and redo them.

yeah delete the pipes going into the junctions and reconnect, also make sure your pumps are pushing the right way
