Any way to tell storage containers to only contain minimum of X amount of items?

Basically I want to send overflow out of the storage and to other machines while maintaining a minimum amount of items in the storage container. I know I can sorta do this with a splitter but I'd like something cleaner. New player btw, currently completing tech 3/4.

There is no way to reduce how many slots get filled in storage bins which is my #1 gripe about the game. Nobody needs to store thousands of radio control units and such.

Just put the container on a smart splitter bypass and fill it with ballast, like single iron plates or something. Only buffer containers should be inline between two machines, anyway. Storage containers go off together in an easily-reached row.
