There is a global grid. IIRC if you are in the open and you want to place a foundation and you hold CTRL it snaps to the world grid.
But as for the free placing and the rotation I do not agree with you. Having that is what makes building with as little foundations as possible a possibility. And the rotating even allowes for circular building without mods (see here: https://www.youtube.com/watch?v=2Kv47ZnuiTI ).
