What am I doing wrong?

I was hoping to get a hint of what is happening. I was not sure if this was a technical issue.

I was able to fix this issue by reinstalling the game after verifying the game files didn't work.

Have you tired verifying your game files? Are you using mods?

Not using mods. But I can that a try.

I found it strange it cost materials to build inside the big cube. I thought it was more about building a plan to use in future builds.

I found that if anything was sticking outside the build region it would cause the game to crash. I had built walls around the edge of the 4x4 grid, then I put signs on the outer walls. I may have had a couple belt lifts on the outside too sticking out of the region. Removing all those objects sticking out allowed me to finally save the blueprint without the game crashing.

I found it would not let me place items outside the grid of the blueprint pad. So I assumed anything I placed was good.

I hope they improve this. I don't see why it has to be so difficult. We should be able to adjust the size of the zone in these cases.

The solution for me was that I had 2 belt lifts that stuck outside the blueprint building.
They showed blue so I put them there and the game kept crashing
I moved the buildings so I could add them inside and the blueprint saved
