Another solution that does not require switching the keyboard layout is to navigate to "%LOCALAPPDATA%\FactoryGame\Saved\Config\WindowsNoEditor", and adding the following line in the "input.ini" file under "[/script/engine.inputsettings]":

Also, it isn't that obvious that the console is open. Press F6 once, and you should get a single blank line at the bottom that accepts your commands, press F6 again and that single line "opens up" and covers about half the screen.
You may also need to press Ctrl+Shift+L once to enable the console (from the guide I used to change the key: https://steamcommunity.com/sharedfiles/filedetails/?id=2155869993).
Also, the console key is ~ in most games that have one. Does the german keyboard not have that key?
