No news on a fix, but the devs have said on stream that they will likely do "a pass on vehicles" before the game leaves early access
Thus you really should only use Trucks for over-foundation transport, and keep Tractors and an Explorers off-road where possible.
So a drop from 100kmh to 95 is approximately from 62 to 59mph.
To the OP As already covered by vectorspace, the reduction in speed is due to the vehicle colliding with adjacent foundations- Your 'smooth' surface is not actually smooth due to that bug.
The whole problem stems from the vehicle dynamics they use for suspension on ground. The wheels are sunk just below the ground a bit for some reason. On ground that works fine, on foundations they bump the snappoints and edges. Its annoying and immersion breaking. Its been acknowledge by the devs and they suggested they may have to switch the vehicle engine, which is a major pita at this point. So in TBD state.
