Refinery Missing Ability to make sulfuric acid

I don't see how to pick to make sulfuric acid in my refinery. I have sulfur and nuclear power unlocked...what am I missing?

Do you have Tier 7.3 unlocked from the hub? It's called Aeronautical Engineering and Sulfuric acid is one of the unlocks.
