Try the same button you use to snap buildings adjacent to each other
i've been doing this since before they added this ability using a much more tedious method. on a side note if you are running Mods or have used mods in the past this may be causing issues as well as the mod loader was leaving residual mod data that was causing all sorts of input device issues.
in any case, scan through your keybinds to make sure you haven't switched out keys by mistake. resetting keybinds to default may help also.
