how do you complete phase 5 with the space elevator if you can not access it

There are two buildings that unlock things, you go back and forth between them unlocking each stage. When one stops the other is available.

If you are talking about phase 5 and 6, that is completed in the Space Elevator, which you have to build. You put stuff in the Space Elevator that you make elsewhere to complete the phases. Just like phases 1 & 2, and 3 & 4. If you have not completed those phases, you can not complete phase 5&6.
Once a phase is complete, you go to the Hub to complete the various things that you unlocked with the Space Elevator with each phase.

Phases and tiers are different things. Phase 1 is tiers 1/2, phase 2 is tiers 3/4, phase 3 is tiers 5/6, phase 4 is tiers 7/8, and phase 5 is not in the game.

the prompt/notification 'Objective: Complete Phase 5' does appear on-screen (top right) after completing Phase 4
