Works very well.
A clear example of this is the Paradox company that within some games there is even an option to install the mods regardless of the platform they are on.
People are familiar with how to get steam mods without even having a steam account, this isn't 2010 still lol.
Really no reason for this, epic game store exclusion isn't really a good reason.
But, I do think in "this" games case, their mod page & app lay out for it are better than steams workshop, so it's fine. The app makes it way easier than steams workshop to find mods you want.
"normally" though.... this is a mistake for games to do.
The issue is the reasoning, it excludes no one.
Good reason would be "Our app & page are nicer than steams workshop". That's valid at least
